Enhancing existing character
With limited opportunities for large-scale development, the focus of the plan was on refining and enhancing the Borough’s character while addressing future needs. The new plan will provide a thoughtful roadmap to help guide decisions around land use, housing, historic preservation, and community development, ensuring that Swarthmore remains a place its residents are proud to call home. Particular attention was paid to maintaining the existing look and feel of residential neighborhoods and enhancing the town center’s commercial activity with sensible public realm improvements.
Expanding housing options
Swarthmore’s desirability is bolstered by its regional rail access, historic architecture, quaint town center, and the presence of Swarthmore College. These assets have contributed to rising housing costs, pricing out longtime residents and young families. As a mature, built-out community, Swarthmore faced limited opportunities for new development, requiring creative strategies to promote housing equity without compromising its beloved character. The comprehensive plan provided an opportunity to identify opportunities for additional housing that was sensitive to its context and build community support for modest, but impactful, change.
Focusing development
During the planning process, a key focus area emerged: the parking lots owned by SEPTA and Swarthmore College, located just north of the SEPTA station and Town Center. Changes to this site have the potential to significantly advance the community’s vision for the future. Successfully planning for this area required extensive collaboration between the Borough, SEPTA, and Swarthmore College.
