Miami Crossing Master Plan
Miami Crossing is an area centered on the Dayton Mall and includes over 400 businesses. To advance an effort started in 2015, the Miami Crossing Joint Economic Development District (JEDD) and area stakeholders are creating a new master plan. The effort will build on the area’s successes and set a clear path forward to establish a town center for Miami Township that serves as the region’s premier shopping, dining and entertainment destination.
The previous plan from 2015 will be the foundational document for the new plan. The plan will be developed with input from the property owners, businesses, and the surrounding community (local and regional). Gathering meaningful insights from people who live and work nearby or otherwise spend time in the area is crucial to this process. This plan will serve as a foundation for future public and private investment decisions, regulations, and policies.
Process
The process launched in November 2025 and is expected to be completed in early Fall 2026. There will be public input opportunities in November and December 2025.

What is a Master Plan?
A Master Plan (or area plan) is a guide that expresses the goals and vision for a specific part of a community. It looks at the area’s growth and development needs alongside community priorities such as land use, character, economic development, transportation, connectivity, infrastructure, and environmental sustainability. A master plan should also outline specific actions to achieve these goals while considering market forces and future trends. The plan is developed with input from residents, businesses, and other stakeholders and should serve as a roadmap for preparing for change, and to guide decision-making. It provides the foundation for land development regulations, zoning ordinances, budgeting decisions, and other policies that shape the future of the area.
Why does the Dayton Mall Area need a new plan?
Since the 2015 Dayton Mall Area Master Plan was introduced a decade ago, the area has experienced population and market shifts, substantial private investment, a global pandemic, and changes in several major property owners. Additionally, Miami Township and the JEDD have established potential funding sources, updated their design and zoning standards, and invested in several infrastructure projects. Now is the time to set a path to begin to realize the area’s potential.
How will my input be used?
All the input gathered will be recorded, analyzed, and documented by the planning team. Your ideas will contribute to the plan’s goals, inspire specific actions, and set the course for implementation. As staff and elected officials make decisions about the community, they will rely on the plan that you help shape to ensure that their decisions align with the Plan’s goals and actions.
