Championed by the Jackson County Chamber of Commerce, the Drive Jackson initiative sought to bring together key stakeholders and the broader community to create a unified vision that would ensure all parties worked collaboratively to advance the community’s future.

Incorporating Diverse Perspectives

Collaboration is essential in a place such as Jackson County, where the County’s complex governmental and geographic structure includes more than 500 elected officials serving across multiple levels of government. Spanning 728 square miles, Jackson County is the 29th largest of Michigan’s 83 counties and the 14th most populous. The County encompasses 19 townships, seven villages, one city, and 13 school districts, each contributing to the rich mosaic of communities and priorities that make Jackson County unique. Such alignment is critical to enhancing quality of life, strengthening its appeal to future residents, visitors, and investors, and sustaining the County’s long-term fiscal health. Through a single, comprehensive engagement process, two plans were developed: the Drive Jackson 20-year Vision and Strategic Plan and a 10-year Jackson County Strategic Plan to guide coordinated progress and implementation for the County as an organization.

Innovative and Successful Engagement Techniques

Our team designed an inclusive and comprehensive process centered on robust public engagement. Across two rounds of community engagement, a range of tactics was used to ensure broad-based community involvement. The first round included a dispersed approach led by the Key Leadership Committee. Through a “meeting-in-a-box” approach, over 70 small-group meetings were convened across the county, engaging over 1,000 people. In the second round, the planning Team, with support from the Key Leadership Committee, “popped up” at various community gathering places to meet people where they are. The result was a well-rounded, inclusive, and engaging process that provided every interested community member with the opportunity to contribute meaningfully to the County’s future.

Launching the “Big Reveal”

The plan was a launched with four initiatives, to Improve Quality of Place and Identity, Invest in Education and Learning, Strengthen Housing and Economic Vitality, and Foster a Safe and Healthy Community. A new Drive Jackson Vision Council was also formed to help drive implementation, with several opportunities for the public to get involved in the implementation.
