Comprehensive Plan

Carbondale is an eclectic urban center nestled within the natural environment of Southern Illinois. Since the adoption of the 2010 comprehensive plan, the community experienced population decline while also demonstrating a commitment to its own unique cultural identity. With significant focus on improving downtown and a commitment to supporting an arts and music scene, the City engaged Planning NEXT to create a new comprehensive plan that will be a catalyst for positive momentum and celebrate all that makes Carbondale special.

Capitalizing on location

Carbondale is surrounded by stunning natural landscapes, including scenic lakes, the Shawnee National Forest, and a wealth of recreational opportunities. As the gateway to the Shawnee Hills Wine Trail, Carbondale stands as the cultural hub of the region. The planning process is focused on promoting Carbondale as the center of entertainment and culture in Southern Illinois while highlighting its proximity to natural amenities. Targeted actions aim to enhance the City’s navigability and appeal, attracting both residents and visitors alike while generating Carbondale’s reputation as a vibrant and dynamic destination.

Focusing reinvestment

Often regarded as the “Capital of Southern Illinois,” Carbondale is home to the regional economy that leverages its central location to support a thriving workforce and businesses of all sizes. The plan emphasizes reinvestment in underutilized areas, focusing on redevelopment rather than extending infrastructure or annexing new land. Creative and intentional land use strategies support a variety of accessible, attractive, and welcoming spaces, targeting employment opportunities and providing fiscal benefits to the city.

Partnering with the University 

Carbondale’s community is greatly enhanced by Southern Illinois University (SIU), nationally recognized for its excellence in education, research, and athletics. Beyond serving students and faculty, SIU offers numerous opportunities for the broader community to engage with its resources. Many members of its active alumni base are also deeply committed to the community. The plan is being used as a launching pad for a new partnership with SIU, SIH Memorial Hospital, and other community partners to improve housing stock, rejuvenate downtown, and quality of place improvements. The goal is a more prosperous, connected, inclusive community to the benefit of students, institutional employees, residents, and businesses.
