From Forward to Framework: Overland Park, Kansas, Adopts Comprehensive Plan

Congratulations to the City of Overland Park!  

One of the country’s leading suburban communities, Overland Park, is located in the easternmost part of Kansas and a short drive from Kansas City, Missouri. On May 6, 2024, after a nearly two-year process, City Council voted to approve Overland Park’s comprehensive plan, FrameworkOP. City leaders in Overland Park have demonstrated a strong commitment to planning over many years, including ForwardOP, a highly successful community visioning and strategic plan completed in early 2019, facilitated by Planning NEXT. The foundation laid by the ForwardOP process was a crucial step in developing FrameworkOP, a forward-thinking and innovative comprehensive plan. 

Launched in 2022, FrameworkOP was a community-driven process to update Overland Park’s comprehensive plan, which was originally created nearly 40 years ago. Although updates have been reviewed annually, a detailed evaluation was necessary to identify what was working well and what could be improved. The plan will guide future growth, redevelopment, and land use, focusing on implementation with a strong commitment to community engagement and addressing key social and environmental issues. 

The FrameworkOP process explored topics such as housing, population, parks and recreation, economic wellbeing, the environment, and community services to define Overland Park’s pathway for the future. The plan emphasizes design and character over influencing development through strict land use regulations. The process included four topic-based advisory teams, three rounds of broad public input, and a scenario planning process to model potential redevelopment alternatives. Additionally, the plan articulates policies, projects, and programs that Overland Park can implement to align its physical environment with the vision outlined in FrameworkOP.
