Comprehensive Plan and Area Plans

Dublin, Ohio, is an affluent, outer suburb in the Columbus region, home to corporate headquarters, the Jack Nicklaus-designed Muirfield Golf Club and the annual Memorial Tournament PGA event. The city has a tradition of planned and thoughtful development, having been on the leading edge of positive national trends since the 1970s. With competition increasing in the region, some development becoming less competitive due to age and market preferences, and the supply of developable land limited, the city hired the planning NEXT team to lead an update the Land Use Chapter of Dublin’s Community Plan. As a part of the Land Use Chapter update, the team designed and facilitated a process to develop conceptual master plans for six areas of the community targeted for future growth or redevelopment.

Process.

Land use analysis and scenarios. The technical analysis included evaluation of current land use and approved development applications, retail market conditions, development capacity for the planning area, and fiscal impacts. These analyses were conducted from a “macro” scale to evaluate the city as a whole as well as from a “micro” scale to delve deeply into six target areas, several of which also contained sub-target areas.

Public involvement. Sixteen public events, including a charrette and an open house, were held during the planning process. Public input was also provided through a series of stakeholder interviews, focus group meetings and a survey of Community Plan users. The target area plans were conceived through several public workshops where participants worked in small groups to discuss the areas in detail with respect to relevant technical input and community values. As part of the plan update, the team facilitated 18 joint workshops between the City’s Planning Commission and Council.

Results.

To compliment the land use analysis and public involvement, the team provided graphic design and GIS assistance to finalize the plan.

The Dublin Community Plan received the 2009 Comprehensive Planning–Small Jurisdiction award from the Ohio Chapter of the American Planning Association. The plan has since served as the basis for several detailed plans and studies including the city’s highly-regarded Bridge Street Corridor Plan.
